I’m sure the current system where we let everyone with anon violent conviction who’s reached 40% of their sentence out on probation because all of the prisons are full is preferable to trying to do something a bit more intelligently.
Doing something a bit more intelligent is VAST increase of capacity of prisons (like 10x, essentially go to the scale of good old gulags), to imprison repeat offenders for a very long time and never have a problem about it.
See all those habitual thieves openly selling stolen stuff in the street "because you can't jail ALL of us". At the present time, no. But the system must have capacity to yes, jail all of them, and indefinitely, so they are never a threat again.
