How is it different from using wget or curl or webmirror tool for downloading pages or website?
Much faster and easier to use + it downloads only the html and css on only one page without the images (the images just keep their src

It passed the Chrome Web Store review process, so everything must be good.

Well I suppose people have invested time, money and creativity into designing a site. The legal issues might revolve around copyright.
Oh! Users are responsible for how they use it. I just gave them a tool.

Edit. I apologize that I said it like that. I didn't put the effort that you put to share with us. At the same time, I went a step ahead on how to replicate anything in computing and chose to do where it requires my effort than the computing power.
